Applicants must be first-time homebuyers, provide a $500 down payment, complete a homebuyer education course, stay in the home for at least 5 years, and have an annual household income at or below $53,040 for 1–2 persons or $60,996 for households with 3 or more.

Also offered through FHLBank Topeka, the HOPE program is a newer grant option that provides assistance for down payment and closing costs. Unlike Homeownership Set-Aside Program (HSP), HOPE is not limited to first-time homebuyers, making it an option for a broader range of purchasers.

Topeka residents have access to the Topeka Opportunity to Own (TOTO) program, administered by the City of Topeka's Housing Services Division in partnership with Housing and Credit Counseling Inc.
